David Villanueva is the Deputy County Executive for Administrative Services at Sacramento County and was appointed by the Sacramento County Board of Supervisors in February 2011.
Administrative Services includes the departments of Clerk Recorder, Finance, General Services, Personnel, Revenue Recovery, Technology, and Voter Registration and Elections. These departments facilitate the day-to-day operation of Sacramento County.
Mr. Villanueva had been Sacramento County's Chief Information Officer and the Director of the Department of Technology. Prior to joining Sacramento County in July 2008, he worked for the State of California as Deputy Director and Chief Information Officer for the Department of General Services and as an accounting administrator with financial and reporting responsibilities.
Mr. Villanueva has a California State University, Sacramento Bachelor of Science Degree in Business Administration, concentrating in Accountancy; and he has completed their Leadership for the Government Executive program.
Robert B. Leonard is the Deputy County Executive for Municipal Services at Sacramento County and has provided leadership to the Municipal Services since January 2011.
Municipal Services is comprised of the departments of Agricultural Commission & Weights and Measures, Animal Care, and Regional Parks. The Sanitation District Agency, Sacramento Housing and Redevelopment Agency and the Library JPA have a coordinative relationship with Municipal Services.
Mr. Leonard's former leadership positions include being the Director for the Department of Economic Development and Intergovernmental Affairs, as well as Chief Operating Officer for the Sacramento County Airport System. Prior to joining Sacramento County, he held positions at the Denver Stapleton International Airport and with a major international consulting firm.
Mr. Leonard holds two degrees from California State University, San Jose: Bachelor of Science Degree in Aeronautical Engineering and a Master of Science Degree in Civil Engineering. In addition, he has completed the program for state and local government senior executives at Harvard University.
Public Works & Infrastructure
Michael Penrose is the Deputy County Executive for Public Works & Infrastructure at Sacramento County and was appointed, May 2017, by the Sacramento County Board of Supervisors.
Public Works and Infrastructure was created in 2017 and includes the office of Development & Code Services, and the departments of Transportation, Waste Management and Recycling, and Water Resources.
Until a new appointment is made, Mr. Penrose currently is the Director of Transportation and has been since 2008. Since March 2016, he also was the Interim Director of Community Development prior to the recent creation of Development & Code Services. Mr. Penrose has held additional leadership positions, including Chief of Transportation and Director of County Engineering.
Mr. Penrose holds a Bachelor of Science Degree in Civil Engineering from California State University, San Jose, and a Master of Science Degree in Civil Engineering from California State University, Sacramento.
Bruce Wagstaff is the Deputy County Executive for Social Services.
Social Services has the departments of Child Support Services, Coroner, Environmental Management, Health & Human Services, Human Assistance, Probation, and Public Defender. Conflict Criminal Defender and First 5 Sacramento have a coordinative relationship with Social Services.
Mr. Wagstaff has an extensive public service career, including executive positions at both the State and local level, and also served previously as the Chief Deputy County Executive in Sacramento County.
Mr. Wagstaff is a graduate of UC Davis with a degree in Political Science/Public Service and obtained a Master’s Degree in Public Administration from California State University, Sacramento.
